Claudia Sahm, chief economist at New Century Advisors, told TIME. “You put the tariffs together with the downsizing of the federal government, the cutting of the grants that go to government adjacent sectors, and then shutting down immigration into the country. Those all are things that will weigh on [economic] growth.”

Meanwhile, AEC companies in the U.S., Europe, and APAC have had double-digit growth and large backlogs of work under contract but were difficult to staff.  Last summer it looked like four years of over the top printing of fiat currency, runaway inflation, and the push for asset-backed currency might cause a major downturn in the AEC market  Since then, planning has grown across virtually all markets, but "there will continue to be headwinds to the construction sector".  

So what would it look like if the 2008 recession happened again, and would you be ready ? Likely private sector markets would slow first as capital investment is curtailed.  Public sector infrastructure would initially continue for one to two years and then slow, with the time to rebound dependent on tax incentives and economic stimulus policies.


And while this happens, backlogs erode, utilization drops, and overhead rates increase.  Suddenly, companies that saw no need for bolstering marketing and sales investments wake up and try to figure out "who moved my cheese?"

Institutional planning drives monthly gains

BOSTON, MA – June 6, 2025 — The Dodge Momentum Index (DMI), issued by Dodge Construction Network, grew 3.7% in May to 211.2 (2000=100) from the downwardly revised April reading of 203.5. Over the month, commercial planning grew 0.8% while institutional planning improved 10.5%.

Increased economic and policy uncertainty will continue to contribute to heightened volatility in the project data – but in aggregate, planning activity is on steady footing. “Nonresidential planning continued to accelerate in May, primarily driven by strong project activity on the institutional side of the DMI,” stated Sarah Martin, associate director of forecasting at Dodge Construction Network. “Planning momentum moderately improved on the commercial side as well, following subdued growth in that sector over the last few months – outside of data centers.

Construction Starts Declined 9% in April

BOSTON, MA — May 21, 2025 — Total construction starts were down 9% in April to a seasonally adjusted annual rate of $1.03 trillion, according to Dodge Construction Network. Nonresidential building starts declined 3%, residential starts fell 4%, while nonbuilding starts decreased 22%. On a year-to-date basis through April, total construction starts were down 3% from last year. Nonresidential starts were down 10%, residential starts were down 5%, and nonbuilding starts were up by 8% over the same period.   For the 12 months ending April 2025, total construction starts were up 2% from the 12 months ending April 2024. Residential starts were flat, nonresidential starts were up 1%, and nonbuilding starts rose 5% over the same period.
